Planning and Development Applications: 

Agriculture Land Reserve|ALR00199|4497 Shanks Rd
Council supported an application to allow a garden centre on agricultural land at 4497 Shanks Road.
The proposal includes greenhouses, farm sales, and relocating the Kel-Lake Garden Centre to this site.
The application will now be sent to the Agricultural Land Commission for final approval.

Temporary Use Permit |TUP00116 |12820 Trewhitt Road
Council approved a three-year permit for six seasonal (March 1 to October 31) RV campsites at 12820 Trewhitt Road as part of an agri-tourism initiative. The campsites will include educational and hands-on activities about orchard farming, such as tours and fruit picking.

2026 Early Approval of Capital and Staffing Requests
Council gave early approval for several major capital projects and new staff positions ahead of the 2026–2030 Financial Plan. Projects include facility repairs, watermain upgrades, fire department equipment, and transportation improvements. Early approval also supports hiring for key roles and pilot in-house construction crews to improve efficiency and reduce costs.

Revenue Anticipation Borrowing Bylaw 1303, 2026 
Council gave three readings to the annual Revenue Anticipation Borrowing bylaw allowing temporary borrowing of up to $10 million in 2026. This borrowing authority helps cover expenses before tax revenues are collected, ensuring cash flow flexibility. The increase from $6 million reflects inflation and aligns with operational needs, though the full amount is rarely used. 

Okanagan Regional Library Board | 2026 Appointments
Council reappointed Councillor Reed to the Okanagan Regional Library Board for 2026 and named Councillor Patel as an alternate. Annual appointments are required under the Library Act, and members cannot serve more than eight consecutive years.

Road Closure | RC2025-004 | 11011 Hallam Drive
Item deferred to future Regular Council Meeting.

Road Closure | RC2025-003 | 15042 Oyama Road
Council adopted a bylaw authorizing the closure and disposal of an unconstructed road at 15042 Oyama Road.
The closed road will be transferred to the adjacent property owner and consolidated with their parcel.

Zoning Amendment Bylaw 1254, 2024 |Z0000328| 11474 Petrie Rd
Council amended Bylaw 1254 to account for an updated legal address for a portion of the property of 11474 Petrie Road, and read the bylaw a third time as amended. The bylaw rezones the property from RU1 to RM2 for low-density row housing. The applicant has met all conditions, including a rental housing covenant and road dedication requirements.
