A permit must be obtained by any person or organization conducting commercial use within Lake Country’s parks and green spaces. The Mountain Bike Commercial Use Permit (MBCUP) pertains specifically to non-exclusive use of the Lake Country Bike Park and Jack Seaton Park Trail Network.
The permit process was developed in response to growing demand for mountain bike guide and instruction services and a recognition that skills development enhances user safety and promotes responsible park behavior. By understanding and adhering to the relevant policies and regulations, commercial operators can ensure they are operating legally and responsibly within the bike park and other mountain bike optimized trail networks owned by the District of Lake Country, in harmony with residents and visitors.
Only operators providing mountain bike guide and instruction services are eligible to obtain a permit if they meet all the following requirements and conditions. Permits are required from April 1 to Oct. 31 and can be purchased on a monthly or seasonal basis (refer to application for current rates).
Any person or group operating without a permit is in violation of the Parks, Public Spaces and Recreation Facilities Bylaw 829. Violations will be addressed in accordance with the District’s bylaw enforcement procedures.

Permit Application Process
1. Complete the application form
Fill out the permit application form here. A Parks staff member will review the application to ensure all permit requirements are met (insurance, business license, qualifications).
2. Invoice issued
Once the Parks staff member has reviewed and accepted the application, you will receive an invoice with payment information. Payment can be made by cheque, debit or credit card at Municipal Hall during business hours (Monday -Friday, 8:30am-4:30pm).
3. Permit issued
Once the invoice has been paid, the Parks staff member will issue the permit.
4. Booking group activities
Permit holders will be able to book group activities (3-6 participants) directly with a Parks staff member. To aid in long term planning, permit holders will be provided an opportunity to submit a list of planned public group programs at the start of the season. This provides a high-level view of park usage and helps all parties plan their schedules.
