Planning and Development Applications: 

Multi-family Residential Development Permit Amendment| DP001072| 9751 & 9819 Bottom Wood Lake Road
Council approved changes to a previously issued development permit for a multi‑building residential project on Bottom Wood Lake Road. The updated plan reduces the first two phases to about 223 homes and adjusts building heights, parking, amenities, and layout, while still meeting all zoning rules. Future phases will come later, but these early phases will help add housing near schools, shops, transit, and recreation.

2026 FireSmart Community Funding and Supports – Grant Application
Council agreed to support applying for up to $400,000 in provincial FireSmart funding to help reduce wildfire risk in the community. Staff will handle the application and, if the grant is approved, the District’s financial plan will be updated to include the new funding. The money would continue and expand local FireSmart activities already underway, such as home assessments, rebates, training, public education, and wildfire‑resilience planning.

The WAVE Prize – Grant Application 
Council supported applying for a $3 million grant to help build the Oyama Isthmus Park Play Pier. If the funding is approved, staff will manage the grant and update the District’s financial plan accordingly. The project would bring new swimming and recreational features to the area much sooner. 

4240 Glenmore Road North (City of Kelowna)| Request for Water Service
Council supported providing water service to a Glenmore Road property outside of the District’s boundaries for agricultural use, since its wells cannot supply enough water and Lake Country infrastructure is the nearest option. The District will amend its water service area boundary, set the water rate using Kelowna’s bulk rate, and seek Kelowna’s consent as required. The property owner will cover all costs, and the small additional demand will not impact Lake Country’s water system.

Road Closure and Land Exchange|RC2025-009| 9751 Okanagan Centre Road E
Council gave three readings to the bylaw needed to close a small section of road next to 9751 Okanagan Centre Road E so the landowner can consolidate it with six adjacent parcels for a proposed hotel and mixed‑use development. In exchange, the owner will dedicate an equivalent portion of land to improve the road layout and setbacks. The owner is responsible for all survey, registration, and consolidation costs.

Bylaws for Adoption and Readings Following a Public Hearing: 

Road Closure | RC2025-004 |11011 Hallam Drive
Council adopted the bylaw to close and sell an unused portion of Cemetery Road to the neighbouring property at 11011 Hallam Drive, allowing the owner to meet lot-size requirements and keep an existing small home as an accessory suite. Public access will still be protected through a statutory right of way, and the District will retain the ability to reclaim the land if needed. Concerns raised about a nearby unofficial pathway were determined to be separate from the road closure, and staff will continue working with affected property owners on future options.

Fees Bylaw Amendment | Schedule 12 Community Complex
Council approved a bylaw that updates Community Complex fees. 

Zoning Amendment Application | Z0000336 | 15519 Barkley Road 
Council adopted the bylaw to rezone part of 15519 Barkley Road from RR1 to RR2, allowing the property to be subdivided into two rural‑residential lots. The applicant met all conditions set by Council, including obtaining a water‑connection variance and registering a covenant for maintenance and waste collection on the unmaintained road.  

Zoning Amendment | Z0000349 | 11326 Reimche Road 
Council adopted the bylaw to rezone 11326 Reimche Road from RM2 to RM4, allowing the development of 13 townhouse units in two buildings. The applicant fulfilled all required conditions, including registering a covenant for a 10‑metre setback with a vegetated buffer next to farmland and granting an access easement to the neighbouring property.
