Planning and Development Applications:

Agricultural Land Reserve | ALR00197 | 12363 Pixton Rd 
Council supported a referral application from the Agricultural Land Commission (ALC) for soil placement at 12363 Pixton Road to restore the land for farming and environmental health. Council specifically asked the ALC to consider the recommendations identified in the Agrologist Report that was included in staff’s report to Council. The project will improve soil quality, stabilize slopes, restore riparian areas, and prepare the site for agricultural use and a single-family home. The approved application will now be forwarded to the Agricultural Land Commission for final decision.

Zoning Amendment | Z0000349 | 11326 Reimche Road 
Council approved Zoning Amendment Bylaw 1305, 2025 (Z0000349) to rezone the property at Lot 3 DL 169 ODYD Plan 4971 from RM2 – Low Density Row Housing to RM4 – Low Density Multiple Housing. Before adoption, a restrictive covenant will be registered to ensure a 10-metre building setback with a 3-metre vegetative buffer along the south property line, a 3.0 m buffer along the west property line, and the requirement to notify future owners of potential farm-related impacts. An easement will also be registered allowing vehicle and pedestrian access across the adjacent lot 2. 

Area Structure Plan | ASP000002 | 11470 Bond Road
Council gave first and second reading to Zoning Amendment Bylaw 1291, 2025 (ASP00002) as amended and directed that it proceed to a Public Hearing. The amendment updates private open space requirements to 7.5 m² for bachelor units, 15 m² for one-bedroom units, and 25 m² for units with more than one bedroom. Before adoption, the owner must register a statutory right-of-way for a 1.8 m pedestrian pathway to the elementary school, which the developer will construct and fence, and the District will maintain.

Departmental Reports: 

Road Closure| RC2025-003| 15042 Oyama Road
Council gave three readings to Road Closure Bylaw 1283, 2025 (RC2025-003) to facilitate a land exchange at 15042 Oyama Road. The proposal transfers 916 m² of land to the District and closes an unbuilt road portion, transferring 483 m² to the property owner. The exchange corrects an old road alignment issue without compensation and the owner will consolidate the closed road with their property and dedicate the new road area to the District.

Community Centre Feasibility Study: Phase 2 Report | 9718 Bottom Wood Lake Road

Council received the Community Centre Feasibility Study: Phase 2 Report, which outlines conceptual options and cost estimates for retrofitting the facility. The report identifies six primary spaces: a turf field with elevated walking track, library, gymnasium, flexible fitness/recreation areas, arts and culture spaces, and community meeting rooms. The facility is projected to operate near break-even with a 94% cost recovery rate, and future revenues will depend on lease agreements and rental group participation.

Zoning Amendment | Z0000338 | 9971 Okanagan Centre Road East
Council will give a third reading to Zoning Amendment (Z0000338) Bylaw 1301, 2025 to rezone the property at 9971 Okanagan Centre Rd E from RR2 – Rural Residential to C1 – Town Centre Commercial to enable future mixed-use development. The first phase will feature a private racquet club and related facilities.

Council will give a third reading to Zoning Amendment (OPZ00004) Bylaw 1306, 2025 to rezone 9730, 9750, 9764, 9778 Highway 97 and 9743, 9751 Okanagan Centre Rd E from RU1 – Small Scale Multi Unit Housing to CD19 – Comprehensive Development Zone 19 – Town Centre Commercial West.
