Official Community Plan and Zoning Amendment | OPZ00004 | 9730, 9750, 9764, 9778 Highway 97 and 9743, 9751 Okanagan Centre Road East (6 Parcels)
Council approved a change to the Official Community Plan to allow mixed-use commercial development at 9730 Highway 97. Instead of a standard commercial zone, staff created a custom zone (CD19) with stricter rules to better fit the area, including fewer permitted uses and larger building setbacks. Council approved forwarding the bylaw amendment to a public hearing.
Short Term Rental Compliance Information

At the October 21, 2025 meeting, Council discussed concerns about noise, parking, and disruptive behaviour at short-term rental properties. Staff clarified that short-term rentals must follow specific rules, including having a business licence, providing parking, and limiting rental duration and number of guests. If complaints are confirmed, the District can issue fines, suspend licences, or take legal action. Council accepted staff’s approach to managing these issues.
Temporary Use Permit | TUP00115 | 13163 Old Mission Rd
Council did not approve the request for a Temporary Use Permit at 13163 Old Mission Road to allow outdoor storage on a residential property. While the applicant proposed seasonal storage of trailers and boats to help support their family, concerns about neighbourhood impact and zoning compliance led Council to reject the application.
Development Variance Permit |DVP00421 | 11735 Okanagan Centre Rd W
Council approved a Development Variance Permit for 11735 Okanagan Centre Road West, allowing the applicant to build a large secondary suite. The suite will be part of a new addition that includes a garage and supports the applicant’s extended family needs. Staff supported the variance, noting it aligns with the Official Community Plan and existing servicing standards.
Zoning Amendment | Z0000338 | 9971 Okanagan Centre Road East
Council supported a zoning amendment for 9971 Okanagan Centre Road East to allow future development of a private racquet club and phased residential project. As part of the approval, the property owner must dedicate road access, secure an active transportation corridor, and register an 8.0m setback next to agricultural land. The application aligns with Town Centre planning goals and will now proceed to a public hearing.

Agricultural Land Reserve | ALR00200 | 3371, 3411 & 3471 Woodsdale Road - Woodsdale Recreation Park
Council supported a Non-Farm Use application for three properties on Woodsdale Road to allow future expansion of Woodsdale Recreation Park. The proposed park would include sports fields, courts, gardens, and other amenities, helping meet growing community recreation needs. The application will now be forwarded to the Agricultural Land Commission for review and approval.
2026 Regular Council Meeting Schedule
Council adopted the 2026 Regular Council Meeting Schedule, which sets meetings for the first and third Tuesday of each month at 7:00 p.m. Some adjustments were made to accommodate holidays and conferences, including rescheduling January 6, August 4, and September 15 meetings. The schedule will be posted and advertised in accordance with the Community Charter.

Official Community Plan and Zoning Bylaw Amendment |OCP00055 & Z0000263 |12036 Pretty Rd
Council adopted an amendment to the Official Community Plan to change the future land use designation of a property on Lot 2, Section 22, from Urban Residential to High-Density Residential. This change supports future development aligned with the District’s planning goals. The bylaw (OCP00055) was read three times and received public input before being adopted.
