Planning and Development Applications

Copper Hill OCP and Zoning Bylaw Amendments | OCP00062 & Z0000253 | Copper Hill
Council approved the first reading of the Official Community Plan Amendment Bylaw 1284, 2025 and Zoning Amendment Bylaw 1285, 2025. The proposed zoning amendment is for land between the Copper Hill development and north of the City of Kelowna Boundary, allowing residential, light industrial, open space and institutional uses. The development would add a collector road, an emergency egress and dedication of lands to the District. 

DVP00419 | PID 013-537-270 | No Civic Address (Extension of Copper Hill Road)
Council approved the Development Variance Permit for Phase 4 of the Copper Hill development – extending Copper Hill Road and ending it in a cul-de-sac rather than a second emergency exit. The developer will build a new road from Sherman Rd to McCarthy Rd which will serve as an emergency exit not just for Phase 4 but also for the Copper Hill neighbourhood, improving overall safety. 

Temporary Use Permit (TUP)| TUP00108 | 1525 Camp Road
Council approved a TUP for property in the Agricultural Land Reserve at 1525 Camp Rd to allow agri-tourism (short term rental) accommodation. To help supplement the farm operation and winery, the TUP allows the property owners to use the existing 1690 sq ft house to offer visitors short term rental accommodation.    

Temporary Use Permit (TUP) | TUP00109 | 14041 Talbot Road
Council approved a TUP for property in the Agricultural Land Reserve at 14041 Talbot Rd to allow agri-tourism (short term rental) accommodation. The applicants’ proposal includes agri-tourism activities (livestock [goat] yoga, and farm craft workshops) and accommodations simultaneously to offer visitors short term rental accommodation.

Temporary Use Permit | TUP00110 | 14405 East Hill Road 
Council approved a TUP for property in the Agricultural Land Reserve at 14041 Talbot Rd to allow agri-tourism (short term rental) accommodation. To help supplement the farm operation, the applicant will use the existing 1104 sq ft manufactured home for short term rental accommodation. Council requires the applicant to report back mid-way through the permit process on the use of the two RV areas to be used for agri-tourism accommodation. 

Development Variance Permit | DVP00407 | 9710 Okanagan Centre Rd E
Council approved a Development Variance Permit for 9710 Okanagan Centre Rd E to reduce the side yard setback requirements to the south side for the development of an addition to the existing single-family dwelling. The proposed addition (~23 m²) will provide dry storage of materials and a trailer that is used for a small excavation business run by the applicant.

Food Waste Diversion 
Council did not approve the District of Lake Country to participate in the RDCO’s Curbside Wood Waste Program at this time.

Council approved the 2024 Annual Report

PlanH Healthy Communities Grant – Community Connectedness
Council supported the application to the PlanH Healthy Communities Grant-Community Connectedness for up to $5,000.  
If successful, the funding will be used to engage local students in the Official Community Plan (OCP) review process. The grant is administered by the BC Healthy Communities Society with support from the BC Ministry of Health. 

2025-2026 BC Transit Annual Operating Agreement
Council authorized the 2025-2026 Annual Operating Agreement between the District of Lake Country and BC Transit, for transit service for the period of April 1, 2025 to March 31, 2026. 

2024 Statement of Financial Information | Financial Information Act Supplementary Schedules
Council approved the 2024 Schedules of Financial Information.
