Planning and Development Applications: 

Zoning Amendment | Z0000353 | 3151 Hill Road
Council approved three readings to a bylaw that, if adopted, would rezone 3151 Hill Road to allow a six‑storey mixed‑use building with ground‑floor commercial space and 70 affordable rental units designed primarily for seniors. The project aligns with the Official Community Plan and the District’s Housing Needs Assessment by increasing housing diversity and supporting accessible, purpose‑built rental housing in the Town Centre.  

Development Permit | DP001079 | 11326 Alexis (Reimche) Road 
Council approved a Development Permit for a 13‑unit townhouse project at 11326 Alexis Road, which aligns with the Official Community Plan and meets all zoning and development permit guidelines. The proposal includes two townhouse buildings with three‑bedroom units, garage parking, proper site access, and required buffering next to Agricultural Land Reserve properties.  

Departmental Reports: 

2026 – 2030 Draft Financial Plan 2nd & 3rd Reading
Council gave third reading to the 2026–2030 Financial Plan and carrying unfinished 2025 capital projects into 2026. Updated assessment data reduced the property tax increase to 5.75%, which equals about $13 more per month for a typical Lake Country household. The approved plan incorporates several key updates—including new in‑house construction crews, early work on a new Public Works facility, potential transit expansion, a community health survey, and one‑time Chamber of Commerce support—most of which are funded through reserves rather than tax increases.

Safe Routes to School and Other Projects 
Council approved early funding to create two new District crews—a Paving Crew and a Capital Construction Crew—to speed up long‑delayed infrastructure projects. These teams will focus on priority mobility and safety improvements, especially around schools and along roads where traffic, pedestrian, and parking concerns have been raised. Many of these projects are already scheduled for 2026 and 2027, are funded within existing budgets, and will proceed without requiring any tax increase.

2026 Southern Interior Local Government Association (SILGA) Resolutions
Council approved submitting two resolutions to the Southern Interior Local Government Association (SILGA) for endorsement. The first calls on the Province of B.C. to modernize industrial water rates—currently the lowest in Canada—and dedicate the additional revenue to watershed protection. The second requests that the Province provide Local Governments with a minimum six‑month consultation period before implementing new or updated legislation, to ensure adequate time for analysis, planning, and feedback.

Road Closure & Land Exchange|RC2025-009| 9751 Okanagan Centre Road E – Repeal and Replace
Area Structure Plan | ASP00005 | 9850 Chase Road (Lakestone) 
Council approved three readings to a bylaw that repeals and replaces an earlier road closure bylaw needed to support a zoning amendment for six parcels between Highway 97 and Okanagan Centre Road East. Prior to adoption, the bylaw will be sent to the Ministry for approval, and required notices will be issued, allowing the road closure to proceed.

Bylaws for Adoption and Readings Following a Public Hearing: 

Official Community Plan and Zoning Amendment | OPZ00004 | 9730, 9750, 9764, 9778 Highway 97 and 9743, 9751 Okanagan Centre Road East (6 Parcels) 
Council approved the adoption of a zoning amendment that rezones six properties along Highway 97 and Okanagan Centre Road East from RU1 to a new Comprehensive Development Zone (CD19 – Town Centre Commercial West). The applicant fulfilled Council’s requirement for road dedication through a binding legal agreement tied to the associated road closure process. 

Area Structure Plan | ASP00005 | 9850 Chase Road (Lakestone) 
Council adopted the zoning amendment that modernizes the Lakestone Direct Control zone by renaming it to CD3, updating regulations to allow home occupations, and aligning the zone with current bylaw references. The bylaw also rezones 9850 Chase Road from RR2 to the updated CD3 zone.  

Official Community Plan and Zoning Bylaw Amendment | ASP00002 | 11470 Bond Road 
Council granted 3rd reading to the Official Community Plan amendment to redesignate 11470 Bond Road from Rural Residential to High‑Density Residential, enabling consideration of a new comprehensive development zone (CD18). Council also granted third reading of the related zoning amendment, updating the draft CD18 zone to allow a maximum of 40 units (instead of the proposed 55) and requiring the applicant to enter into an agreement for off‑site pedestrian and school‑area safety improvements before adoption.
