Planning and Development Applications: 

Area Structure Plan | ASP00005 | Lakestone
Council granted three readings to a zoning amendment to the CD3 (Lakestone) Zone which includes density provisions as a result of the recent rezoning of 9850 Chase Road and removal of references to the 2012 Lakestone Master Plan. 

Departmental Reports: 

Lake Country Business Park Area Structure Plan Update 
Council was presented with the final version of the plan for feedback which will be incorporated into the Official Community Plan, alongside future zoning changes and servicing upgrades already planned for 2026. The Lake Country Business Park Area Structure Plan lays out a long-term vision for developing a mixed-use, employment-focused area near Highway 97, the airport, and UBCO, combining industrial, commercial, residential, and greenspace areas. The plan is meant to coordinate multiple landowners, guide future investment in roads and utilities, and help the community attract new businesses, jobs, and tax revenue. 

Phased Development Agreement | ASP00005 | Lakestone
Council granted two readings to the Phased Development Agreement (PDA)for Lakestone, which is intended to replace the outdated 2012 Lakestone Master Plan with a clearer, modern, and enforceable framework. The PDA sets out how the remaining phases of the development will proceed over the next 20 years, including zoning, infrastructure, environmental protections, parks, fire safety, and housing variety. A Public Hearing for the Phased Development Agreement will be scheduled in the future.  

Housing Development Update  
Council was provided with an overview of how recent development approvals align with Lake Country’s Housing Needs Assessment by City Spaces. Between 2023 and 2026, Council approved 1,476 new housing units, helping address the Housing Needs Assessment target of 2,505 new homes needed by 2031 — especially the strong demand for 1‑ and 2‑bedroom and more affordable units. Staff continue to work with developers and senior levels of government to support housing delivery, including rental incentives and large multi‑unit projects, and note that 539 units have already moved into the building‑permit stage, with more expected as deadlines approach.

Bylaws for Adoption and Readings Following a Public Hearing: 

Water Regulations and Rates Amendment Bylaw (Small-Scall Farming) 1320, 2026
Council adopted amendments to the Water Regulation and Rates Bylaw. Amendments included alignment of agricultural irrigation and farm status definitions with the District’s new Small Scale Farming Policy and revisedcross‑connection control requirements to ensure fire suppression systems use approved backflow prevention assemblies that meet current CSA standards. 

Report from Councillors: 

Notice of Motion from Councillor Brett made March 3, 2026
Council carried a motion from Councillor Brett directing staff to explore the creation of a Lake Country Safe Family Internet Initiative. Staff will investigate what such an initiative would involve, including logistics, communications, and potential website updates. They will report back to Council with progress and recommended next steps to support community‑wide participation.

Notice of Motion from Councillor Reed 
Council carried a motion from Councillor Reed that directed Staff to draft a bylaw and implementation framework for a Commercial Use of Dock and Boat Launch Licensing Program. The proposed program would require commercial operators—such as boat rentals, charters, and dock construction companies—to obtain an annual licence, and pay fees similar to those in Kelowna and West Kelowna, and follow defined rules for permitted activities.
