Temporary Use Permit | TUP00107 | 5550 Todd Road
Council approved a Temporary Use Permit for a welding and fabrication business to operate from an accessory building at 5550 Todd Road. Before the permit is issued, a Driveway Access Permit must be submitted to the District of Lake Country for review. 

Development Variance Permit | DVP00400 | 11911 Okanagan Centre Rd E.
Council approved a Development Variance Permit to reduce the front setback for an existing animal shelter at 11911 Okanagan Centre Rd E from 15 metres to 5.73 metres. Before the permit is issued, a Driveway Access Permit must be submitted to the District of Lake Country. The variance received support from the Agricultural Advisory Committee and aligns with the property's agricultural use.

Development Variance Permit | DVP00415 | 10310 Teresa Road
Council approved a Development Variance Permit for the property at 10310 Tersa Rd, allowing a secondary suite exceeding the maximum permitted floor area. The applicant plans to renovate the basement into a 103 m² legal suite, providing essential housing.  

Zoning Amendment Application | Z0000336 | 15519 Barkley Road
Council approved three readings to Zoning Amendment Bylaw 1288, 2025 for rezoning the property at 15519 Barkley Road to allow a two-lot rural subdivision. Before adoption, the applicant must obtain a variance for water system connection and register a covenant addressing road maintenance and waste collection processes. 

Zoning Amendment for Industrial Purposes | Z0000346 | 380 Bubna Rd
Council gave two readings to a proposed change in land use for a portion of property at LOT 1 SECTIONS 1 AND 2 TOWNSHIP 20 OSOYOOS DIVISION YALE DISTRICT PLAN KAP66741, so it can be used for general industrial purposes. This matches the area's long-term planning goals and ensures access through nearby Kelowna roads like Bubna Road and Jim Bailey Road. The proposal will go to a Public Hearing, where residents can give feedback before final approval.

Copper Hill OCP and Zoning Bylaw Amendments | OCP00062 & Z0000253 | Copper Hill
Council gave second reading to amendments that would allow new development—including homes, light industrial areas, parks, and public facilities—on land near the Clearwater-Copper Hill neighbourhood. The developer must build an emergency route, transfer park and industrial land to the District, and agree to conditions before final approval. These changes promise infrastructure improvements and meaningful contributions to the community.

Departmental Reports 

2025 Grant-in-Aid Application | GIA2025-002 | Lake Country Community Fridge
Council approved a $2,000 grant to support the Lake Country Community Fridge with food supplies, maintenance, and structure-related costs. This funding comes from the District’s $7,000 annual budget set aside for community organizations. The grant helps meet local needs while balancing funds for other groups throughout the year.

UBCM Community Excellence Award Submission
Council supported staff’s application to the 2025 UBCM Community Excellence Awards, highlighting the District’s strong communication efforts around budgeting and taxes. These provincial awards honour standout projects by local governments and First Nations across BC. Lake Country needs a formal resolution before the August 15 deadline to be eligible.

2024 Grants Summary
In 2024, the District of Lake Country secured over $6.8 million through 17 successful grants—out of 23 applications—to fund key projects like the Beaver Lake Intake Tower Replacement, Lodge Road Rail Trail upgrades, and wildfire resiliency efforts. These grants help reduce dependence on local taxes and are made possible through careful planning and collaboration among departments. The District will continue applying for external funding in 2025 to support infrastructure, community safety, and environmental sustainability.

Paid-On-Call Firefighter Compensation Policy and Fire Department Smartphone Stipend
Council adopted the Paid-On-Call Firefighter Compensation Policy 222, 2025 to increase wages for Paid-on-Call (POC) firefighters over three years to stay competitive and recognize their service, including the creation of a new Driver-Operator rank. Staff are also proposing a small annual stipend for eligible fire department personnel and POC Members who use their personal phones for job-related duties. This change supports both fair compensation and improved communication, without requiring Council approval for the updated tech policy.

Council adopted Bylaw 1253, 2024 to close a road adjacent to 1210 8th street.
