Small-Scale Multiple-Housing First Year Implementation Summary

Temporary Use Permit | TUP00112 | Lot A, Okanagan Centre Road West
Council approved a Temporary Use Permit allowing a trailer to remain on a residential lot near Okanagan Lake for up to three years, until May 31, 2028. The trailer is not normally permitted under current zoning, but the permit gives the family time to plan future use of the property, with the condition that the trailer must be removed by the end of the term and cannot be renewed.

Zoning Amendment Bylaw 1298, 2025 | Z0000351 | Rural Large Parcel Oyama Road
Council gave three readings to the Zoning Amendment Bylaw 1298, 2025, which updates how subdivisions are managed in the Rural Large Parcel Oyama Road (RLPO) zone. Instead of using a fixed map to control lot layouts, the new approach uses a table that specifies how many lots each property can be divided into—giving landowners more flexibility while keeping the same limits on lot numbers and minimum size. This change streamlines the process, saving time for both applicants and staff by eliminating the need for variance permits when adjusting lot lines.

Development Variance Permit |DVP00412 | 14710 Carrs Landing Rd
Council approved a Development Variance Permit for a property on Carrs Landing Road, allowing the owners to build a new garage with an accessory suite that exceeds the usual size and height limits. The suite will be slightly larger than permitted (105.6 m² instead of 90 m²), and the building will be taller (11 m instead of 8 m), designed to fit the hillside’s slope.

Council Remuneration Task Force Update
Council considered the recommendations from the Council Remuneration Task Force and approved increases to the Mayor and Council annual remuneration beginning November 1, 2026, following the next general election. Remuneration increases will not impact current Mayor and Council and will take effect once the new Mayor and Council is sworn in. Council also approved the recommended increases to mental health and wellness support. These changes would cost about $10,200 annually, plus minor inflation adjustments.    

Solid Waste Management Regulation Amendment Bylaw 1297, 2025
Council adopted the Solid Waste Management Regulation Bylaw to move the utility bill due date from the 15th to the end of the second month after each billing cycle. This update aligns the solid waste billing schedule with water and sewer billing timelines, giving staff more time for processing and customers more time to pay.  

Grant in Aid Application | GIA2025-003 | Team Canada Dance
Council approved a $1,000 Grant-in-Aid for Emma and Tessa Starling to help cover travel and competition costs for a world championship dance event in Prague, Czechia in October 2026. The funding comes from the District’s annual $7,000 Grant-in-Aid budget and aligns with updated policy criteria supporting local athletes attending high-level events.

Bylaws for Adoption and Readings Following a Public Hearing

Alternative Means of Public Notice | Bylaw 1293, 2025
Council adopted the Alternative Means of Public Notice bylaw which allows public notices to be distributed on the Public Notice webpage of the District’s website and via the District’s email subscription service. 

Water and Sanitary Sewer Regulation and Rate Amendment Bylaw
Council adopted the Water and Sanitary Sewer Regulation and Rate Amendment Bylaw that adds new installation standards for water services and meter pits, introduces stricter requirements for water main extensions and fire protection in areas with inadequate fire flow, along with clearer rules for metering residential units. Several schedules are revised or replaced, including user fees, standard drawings, and charges related to Kelowna’s water system.
