“Getting around Lake Country in safe and enjoyable ways.”

This is the overarching vision for Lake Country mobility network. Lake Country’s mobility network includes over 210 lineal kilometres of roadway combined with extensive
pedestrian, cycling and transit infrastructure. The network is essential for connecting the community and is supported by signage, streetlights, landscaping, street furniture and drainage infrastructure. 

 

 

The Mobility Master Plan

builds upon past District initiatives
to improve travel in the
community including:

Official Community Plan (OCP)
This guiding document established
goals and objectives for the
transportation network. It further
provides prioritization of
transportation modes.

Integrated Asset Management Plan 
Established in 2010, the plan provides
a high-level 20-year forecast
of the expenditures required for all
capital infrastructure to maintain
adequate and sustainable levels of
service, condition and risk.

Mobility Master Plan

Adopted by Council in February 2021, the Mobility Master Plan is used to guide the policies, actions, and priorities to consistently improve upon mobility in the District of Lake Country.

The plan provides 12 recommendations:

  1. Continue development and discussions in District on the mobility paradigm shift with Council, staff, and community beginning with engagement on the Mobility Master Plan and what it means for the community.
  2. Establish champions from Council, staff, and the community to carry the Mobility Master Plan forward.
  3. Investigate methods to improve transit to meet the 10% ridership target in Lake Country.
  4. Update Official Community Plan to reflect mobility paradigm shift and update and incorporate changes to modal network maps.
  5. Update Road Condition Assessment
  6. Revise the Mobility Capital and Operational Programs including financial strategy to ensure existing mobility plans are adequately funded and financially sustainable
  7. Amend Zoning Bylaw to:
    • Support pedestrian oriented commercial buildings and parking lot design.
    • Increase requirements for bike parking and end-of-trip facilities.
    • Include requirements for electric vehicle charging stations.
  8. Amend Subdivision and Development Servicing Bylaw to:
    • Update street and road design requirements and cross-sections.
    • Update pedestrian pathway requirements.
    • Provide requirements to support transit improvements with pedestrian pathway connections, bus landings, and other supporting transit amenities.
    • Include trail design standards.
  9. Prioritize multi-modal street projects in the core area including Woodsdale Road, Main Street Bike Lanes, Bottom Wood Lake Road connection to Okanagan Rail Trail, and the downtown mobility hub.
  10. Create pedestrian and cycling connections between neighbourhoods, schools, recreation centres, trail heads, transit stops, and commercial centres by:
    • Improve Highway 97 crossings at Berry Road, Woodsdale Road / Oceola Road, and Glenmore Road / Beaver Lake Road.
    • Connect facilities to and along Okanagan Centre Road E, Berry Road, Tyndall Road, and Camp Road.
    • Expand the pedestrian network 50km by 2030.
    • Expand the bike network 50km by 2030.
  11. Provide recreational trail improvements though:
    • Development and implementation of a trail wayfinding signage program.
    • Completion of a feasibility study for a major multi-use connection along the south end of Wood Lake waterfront between the Okanagan Rail Trail and the Pelmewash Parkway.
    • Design and construction of Vernon Creek Trail sections from Bottom Wood Lake Road south to Nexus Recreation Centre and north to Lodge Road with School District No. 23.
  12. Consider all ages & abilities when planning, designing and implementing

Mobility Improvement Program

Building up on these past initiatives, the Mobility Improvement Program, adopted in September 2022, provides an updated program in line with the goals and objectives of the Mobility Master Plan. Roads are classified by condition and function and recommends improvement and renewal projects for Lake Country’s road network with a five, 10 and 20-year time frame. 

An estimated $69.6 million in capital funds are required to meet the program’s recommendations.

Getting Around Lake Country

 Accessibility

The District of Lake Country is working to reduce barriers to accessibility for all citizens. Individuals with varying abilities may find it hard to access local services, enter public buildings or use public transit. With advice from the Lake Country Access and Age-friendly Committee, the District continues to identify, remove and prevent barriers for people with disabilities in order to be a welcoming and inclusive community.

The Lake Country Fire Department maintains a confidential database of residents with disabilities to provide assistance during an emergency situation. To ensure your safety during an emergency, it is vital that firefighters are aware of your individual needs. Should you wish to register, please call the Fire Administration at 250-766-2327.

 Bus/Public Transit

Lake Country receives service from the regional public transit system with routes into Kelowna and throughout the Central Okanagan.

  • Fares vary and monthly passes offer a discount for unlimited travel through the calendar month.

 Cycling

Every year Lake Country joins the rest of BC in promoting Bike to Work/School Week. Whether you are a serious commuter cyclist or a new cyclist, you will benefit from the Central Okanagan-specific information available on the smartTRIPS website.

Motorists and Cyclists - learn more about what to watch for when sharing the road and your role in sharing the road safely.

 Parking

Parking is free in Lake Country. There are no pay parking lots or metered street parking. Street parking is governed under the Highways Bylaw 1189 2022. Motorists are reminded to respect the safety of pedestrians and cyclists by NOT parking in bike lanes or on grade level pedestrian pathways (e.g. Bottomw Wood Lake Road). Special event parking for summer concerts in the parks and large events is identified by specific signage and publicized through social media and/or news updates. Please carpool when possible as parking is limited in parks and community hall venues. The Winfield Arena and Nexus community recreation complex area at 9830 Bottom Wood Lake Road is often designated as a parking/shuttle pick up area for special events such as ArtWalk and feature community concerts in the parks.

 Shuttles and Taxis
Special events held at parks in Lake Country often offer complimentary shuttle service from Winfield Arena parking lot at 9830 Bottom Wood Lake Road. Check the event calendar details.

Kelowna International Airport has a variety of shuttle service and transportation options

handyDART is an accessible, door-to-door shared transit service for people with permanent or temporary disabilities. Customers must first register, at no charge, for this program.

Taxi Saver vouchers can be used for one-time trips when handyDART cannot accommodate your travel needs. They provide a 50% subsidy towards the cost of taxi rides for those that are permanently registered handyDART riders only.
