Planning and Development Applications:

Zoning Amendment | Z0000343 | 11375 Woodsdale Court 
Council gave three readings to Zoning Amendment Bylaw 1302, 2025, which will rezone 11375 Woodsdale Court for a 285-unit rental development. Before adoption, the applicant must dedicate land for road use and contribute funds for Highway 97 improvements. The project aligns with the Official Community Plan and addresses local rental housing needs. Council also asked staff to report back with additional information on traffic impacts to the area. 

Development Variance Permit |DVP00421 | 11735 Okanagan Centre Rd W 
Development Variance Permit DVP00421 to allow a larger secondary suite (126 m²) at 11735 Okanagan Centre Rd W was referred back to staff for additional information on Air BnB regulations and the standard size for permitted secondary suites in District Bylaws. The variance would support the applicant’s need for more family space and aligns with the Official Community Plan and housing goals. Staff will revisit the file and bring forward to a future Council Meeting. 

Development Variance Permit | DVP00423 | 15519 Barkley Road
Council approved a variance for 15519 Barkley Road to allow the property owner to use existing wells for water instead of connecting to a community system, which isn’t available nearby. This change supports a future one-lot subdivision. A full review of infrastructure and environmental considerations will follow during the formal subdivision process.

Development Variance Permit | DVP00426 | 2192001
Council approved a variance for a vacant lot on Okanagan Centre Road West to allow the use of onsite wells for water and to reduce the minimum lot width from 40 to 35 meters. These changes will enable the owner to subdivide the property into two lots. A full review of infrastructure and environmental factors will follow during the formal subdivision process.

Liquor Licence Referral|R0000423|2910 Robinson Road 
Council supported a liquor licence application for a new brewery at 2910 Robinson Road, allowing a 108-person indoor lounge with set operating hours. The location is expected to have minimal noise impact due to its proximity to a highway and distance from nearby homes. The brewery is seen as a positive addition to the community, promoting tourism and offering a new social venue.

Departmental Reports: 

Road Closure| RC2025-004| 11011 Hallam Drive
Council gave three readings to a bylaw to close an unused portion of Cemetery Road behind 11011 Hallam Drive. The closure allows the property owner to meet the minimum lot size required to add an accessory suite by purchasing and consolidating the land. Public access will be preserved through a Statutory Right of Way, and the District retains the option to re-establish the road in the future.

Grant Application | UBCM CEPF | Emergency Support Services Training and Equipment
Council supported a regional grant application to the UBCM Community Emergency Preparedness Fund for up to $30,000 to enhance emergency support services. The funding would help improve equipment, technology, and volunteer training across the Central Okanagan. The Regional District of Central Okanagan will manage the application and funds on behalf of Lake Country.

Grant Application | UBCM CEPF | Volunteer and Composite Fire Departments Equipment and Training
Council supported applying for a $30,000 grant from the Community Emergency Preparedness Fund to help purchase new firefighter protective gear. If successful, the grant will cover half of the $60,000 cost to replace 12 sets of outdated bunker gear in 2026. The remaining $30,000 will come from the Fire Facilities and Equipment Reserve.

Grant Application| Rural Economic Development Infrastructure Program (REDIP)
Council supported applying for a $60,000 grant from the Rural Economic Development Infrastructure Program (REDIP) to help fund the creation of an Economic Development Strategy. If successful, the grant will support planning, research, and strategy development to guide Lake Country’s economic growth. The 2026 Financial Plan will be updated to include the grant funds if awarded.

Grant Application| Rural Economic Development Infrastructure Program (REDIP) – RDCO Letter of Support
Council supported providing a letter of support for the RDCO’s grant application to the Rural Economic Development Infrastructure Program (REDIP) for a Regional Employment Lands Strategy. This endorsement will not affect Lake Country’s own REDIP application for its Economic Development Strategy.

Bylaws for Adoption and Readings Following a Public Hearing: 

Official Community Plan and Zoning Bylaw Amendment |OCP00055 & Z0000263 | 12036 Pretty Rd
Council approved to give a third reading to both the Official Community Plan Amendment Bylaw 1278, 2025 and the Zoning Amendment Bylaw 1300, 2025 for 12036 Pretty Road. This supports the proposed change from Urban Residential to High-Density Residential and rezoning from RU1 to RM4 to allow future residential development.

Official Community Plan and Zoning Amendment | OCP00062 & Z0000253 | Copper Hill
Council adopted Official Community Plan Amendment Bylaw 1284, 2025 and Zoning Amendment Bylaw 1285, 2025 for the property south of Clearwater-Copper Hill. These changes realign land use designations, add an institutional designation, and introduce a new comprehensive development zone (CD16) to support future development.
