Council approved a Temporary Use Permit allowing three existing docks on Carrs Landing Road to be used for limited commercial purposes by O’Rourke Family Vineyards. This will enable boats to shuttle visitors to vineyard properties, reducing road traffic. The permit is valid for three years and aligns with local planning policies.
Liquor License Referral Application | R0000418 | 2850 Woodsdale Road
Council supports a request to extend liquor service hours at Turtle Bay Marine Pub to 2:00 AM every day, but only for occasional special events like festivals and after parties. The pub’s regular business hours will remain unchanged, and no noise complaints have been reported to date. Community feedback included both support and concerns, particularly about late-night noise and safety, but Council believes the change will benefit tourism and local businesses.

Departmental Reports
Notice on Title | 14810 and 14814 Pelmewash Parkway | Teddy Bear Lodge and Wood Lake Terrace
Council approved placing a formal notice on the titles of two properties on Pelmewash Parkway due to serious safety and bylaw violations, including unauthorized construction, fire hazards, and health concerns. This notice alerts future buyers or stakeholders about the ongoing non-compliance. Staff will continue working with the property owners to resolve the issues, after which the notice can be removed.
Council approved an $8,000 grant to the Lake Country Garden Club to support the development of a Demonstration Garden in Swalwell Park. The garden will serve as a year-round educational space showcasing sustainable and native plant gardening practices. The funds will help move the project from concept to detailed design, with completion expected by September 2025.
Kelowna Regional Fare Review Update
Council approved a fare increase for the Kelowna Regional Transit System, effective October 1, 2025, to improve cost recovery and modernize fare options. Changes include higher U-PASS rates, replacing transfers with a DayPASS system, and introducing an EcoPASS program for developers to pre-purchase transit passes for future tenants. The changes are designed to strengthen Lake Country’s transit revenue and foster long-term sustainability.
Strategic Priorities Fund 2025
Council approved a grant application for nearly $1.3 million to fund a pedestrian bridge, multi-use pathway, and two pocket parks connecting Lake Country’s Town Centre across Middle Vernon Creek. If successful, the project will improve walkability, link key community areas, and support active transportation. The grant would cover over 70% of the project cost and reduce the financial burden on local reserves.
Water and Sanitary Sewer Regulation and Rate Amendment Bylaws
Council gave three readings to update water and sewer bylaws that aim to streamline processes, improve cost recovery, and align with new legislation. Key changes include fixed fees for new service installations, revised billing due dates, updated charges for bulk water agreements, and new standards for water metering and service connections. These updates are designed to enhance efficiency, support growth, and ensure fair and sustainable utility management.
Alternative Means of Public Notice | Bylaw 1293, 2025
Council gave three readings to a new bylaw that allows the District to use alternative methods—like a dedicated webpage and email notifications—for publishing public notices instead of relying solely on newspaper ads. This change improves flexibility, reliability, and accessibility, especially as more people get their information online. The District will continue to maintain its weekly newspaper page as an additional source of information.
