Prevention of Invasive Mussels:

James Littley from the Okanagan Basin Water Board gave Council a presentation on invasive mussels.  Council approved sending letters of support for Okanagan Basin Water Board and call for action on Invasive Mussel Prevention.

Road Closure Application:

Council adopted a Road Closure Bylaw for property adjacent to 14876 Oyama Road. Closed portion of the road will be sold to the property owner for $76,000 and consolidated with the existing lot. 

Zoning Amendment Bylaw 1212, 2023:

Staff presented draft  - Zoning Amendment C9A-Tourist Commercial Bylaw 1212, 2023 - that adds a new Tourist Commercial Zone with fewer permitted uses, including the removal of Apartment Hotel, additional development density and adds “boat storage” to the I1- Industrial Zone. Council amended the draft bylaw by removing the addition of “boat storage” to the I1 – Industrial zone. Council waived the public hearing and the bylaw for the C9A-Tourist Commercial zone and will be brought back to Council for consideration after the waiver of the public hearing has been advertised. 

Zoning Amendment Bylaw:

Council gave first and second reading to rezone 11506 Turtle Bay Court which would allow future Tourist Commercial development on the property under the proposed C9A zone. A Public Hearing will be scheduled for a future date. 

Community Engagement Grant:

Council approved Community Engagement Grant requests for the following:

  • $5,000 - Friends of Okanagan Rail Trail for park development at Trewitt Point on the Okanagan Rail Trail.
  • $1,000 - Lake Country Tennis Association to install an Automated External Defibrillator (AED) at Woodsdale Tennis Courts.
  • $5,000 - Lakestone Community Amenities Association for the purchase of an environmental report to support the installation of a swim bay at Waterside Park. 

Liquid Waste Management Plan Update and Financial Strategy:

Ehren Lee from Urban Systems presented to Council an update on the Liquid Waste Management Plan along with a proposed financial strategy to move the project forward once the Province approves the Environmental Assessment process. 

Notice of Motion:

Council adopted a notice of motion brought forward by Councillor Lewis to have staff report back on eliminating Development Cost Charges (DCC’s) cost for secondary suites.
