Lake Country, BC – Through an extensive and competitive recruitment process, the District of Lake Country is pleased to announce that Paul Gipps will be taking the helm at Lake Country on February 12, 2024. With more than 20 years of progressive experience leading local government, Paul Gipps was a front-runner candidate for the position.


“We are pleased to have Mr. Gipps join the senior management team at Lake Country,” said Mayor Blair Ireland. “Not only does he have a significant number of years experience in the CAO role, but he started his working career as a red seal journeyman carpenter and was a Registered Building Official with strong relationships in the development and construction industry. So, he recognizes the importance of building a development team and organizational culture that demonstrates agility in welcoming and supporting the right development in Lake Country.”


Mr. Gipps will be leaving his post as CAO with the City of West Kelowna, where he has provided leadership, oversight and general management of the municipality, nurtured a customer-focused culture; advanced the working relationship between Westbank First Nation and the City; and restructured the development approval process. Paul brings a wealth of experience throughout his 20 years in local government – he also served as CAO with the Fraser Valley Regional District, Deputy CAO District of Mission, CAO for Town of Gibsons, and District of Houston.

Connecting with business, neighbourhoods, our First Nation neighbours, community associations, and leveraging strong provincial and federal networks are key to achieving the best community outcomes. Paul Gipps will be introduced at the February 20, 2024 live-streamed public Council meeting.

Mayor Ireland further stated, “We’d really like to thank Leslie Groulx for her dynamic leadership over the fall and winter this year as Interim CAO.”
